After listening to the news about prisoners being "exported" from the United Kingdom to Estonia, this is what first came to mind.
Although I am not aware of the exact details that determine the relationship between education and crime rates in society, in general, and in the UK, in specific, this famous phrase must hold some truth, I think.
Therefore, it could be a better and more cost-effective solution, if officials started improving the education system and tackling problems in society at their roots than sweeping them under a foreign carpet.
