Without bureaucracy.
Bureaucracy is probably one of humanity's greatest inventions. For example, you can't do anything with your real estate—sell it, give it away, or anything else—without going through lengthy and costly paperwork.
Even more, you can't decide to settle in some empty space and call it home, because you'll immediately be hit with a pill from the regulatory authorities, who will tell you who you are and where you belong.
Fortunately, there are still places where bureaucracy doesn't work; people simply ignore it and live wherever they please. An example of this is this acorn that fell to the ground and a worm has taken up residence in it.
