In the anime My hero academia, the series experienced two different festivals: The U.A sports Festival and School Festival, both of which embody two different events.
The first one being the U.A Sports festival was introduced in the second season of the series. It is more like a tournament with three different events centered around the first year students of the school.
The purpose of this sports festival was to gain public acceptance as civilians were allowed to participate as the audience and also create opportunities for the young heroes to display their abilities with the possibilities of being recruited by established heroes. The festival started off with an obstacle course where the heroes in training have to avoid certain traps, difficult terrains and fight their way to the finish line.
It was truly a heated race where a lot of side characters fell out due to various reasons. The obstacle course race ended up with Izuku Midoriya, the current wielder of One For All after using landmines to propel himself to victory.
Next was the cavalry battle where the early racers were to participate in a competition of stealing headbands with the high numbers. The competition completely turned into a struggle to steal Izuku's headband as his had the highest point of 10 million from being the winner of the obstacle race. It lasted for just ten minutes with a stipulation of "any team that loses all their headbands were automatically eliminated.
The game was chaotic, filled with strategic decisions and quite unpredictable ending with Todoroki's team becoming winners of this round.
The final tournament was a one on one battle between the qualifiers from the second round to display their individual abilities. It was a heated battle and participants who won proceeded to the next until it was just a battle between Todoroki and Bakugo as the finalist. Bakugo eventually ends up the overall winner after Todoroki refuses to use his left fire side much to Bakugo's disapproval.
The other festival which happens on the fourth season is a much more traditional event. Classes within U.A high are meant to choose anything they want to be presented on a stage.
Being subject to numerous villain attacks, Class 1A decides organize and perform a live music concert to lighten the mood of the civilians especially Eri a young girl traumatized by an awful past. On his way back from running errands, Deku encounters a misguided villain named Gentle Criminal with the intent to sabotage the School Festival just to gain recognition of years of being labeled a failure.
Determined to ensure Eri experiences a wonderful time at the festival, Deku fights with Gentle and ends up coming in top. He returns to the festival just in time for their concert and they all deliver a stellar performance. Other classes also participate in this festival however class 1A steals the show of the entire event.
The spots festival extends to more than just the youngsters training to become heroes, it is a forum to allow them be themselves, enjoy their youth, grow in all spheres of live and also add more substance. Festivals in series are meant to be fillers but in this very anime it represents something more and embodies the fun that comes with it.

I don't know about the festivals because I haven't seen the anime, but it sounds like a lot of fun that they introduced this to the story. I was reading the manga, but I paused it.

The first festival you mention I think is one of the best seasons or arcs of all Boku no Hero Academia that I've seen. And it all comes down to the battle Deku has with Shoto, which is completely crazy and an audiovisual marvel. One of the best battles in all of anime, without a doubt.
