What's there to explain? You are well aware that phishing is related to hacking, 70+ reputation 4+ accounts are spamming liquidity is low on hive. They r more likely hacked. You have seen dapps losing all their user keys in one attack. Thousands of accounts gone to hackers. I won't name a dapp as I am adviced to not mention the specific incident.
Where ever you look, rep system of 250+ is broken because I can imagine the accounts who have 70+ reputation and are anti hive. Once they decline rewards, it can't be reduced further so we would be stuck with bad actors.

To answer your why, u r known as someone who rarely sees other person's perspective of the world. Before u jumped in this comment section, your reputation of not able to see other's perspective was here before u.

No, I haven't. However any Dapp that this happened to was attacked for the stake in those accounts, not their rep.
I am sure you imagine all sorts of things, but prefer you stick to facts and spare us your lurid imagination. The higher rep an account is, the longer it has been on Hive - at least now that the votebots are vanquished - and the longer it has been active on Hive the more that suggests the user is pro-Hive.

Imagination at work again. There isn't even a single example of anyone ever doing this since I joined the platform, and certainly there aren't 3 of them.
And that is exactly why reputation is the only appropriate metric for this use case, and your pandering to whales is without factual basis or benefit to anyone besides larcenous whales that may find a way to use this to dupe users and extract their tokens.
And this is why you project on me your own incapacity. I am not known to be unable to see others' perspectives and change my mind. I continually request criticism specifically so that I can be convinced I am wrong - when I am - so that I can change my mind and become right. I have done so more times than I can recollect, all on chain.
You can ask those I have most criticized on Hive, because it is they that most often usefully correct me and set me straight when I am wrong. They will also tell you, if you bother to inquire, that I do not yield until I am proved wrong.

Since you have clearly stated above you will not listen to any reason and ever change your mind since you have already decided to create some pretense at a solution that may potentially be a vector for the very problem that needs fixing, I have reached the summit of what can be known and understood about why that flaw is intentionally built into your proposed solution, and why that isn't a solution at all but a vector for potential mischief.
