Das Design der Architekten Herzog & de Meuron spaltet ebenfalls noch heute die Gemüter, manche finden das Gebäude an der Elbe schön, andere sogar hässlich. Aber es gibt auch etwas Positives, der Zugang zur Aussichtsterrasse ist nach wie vor kostenlos, trotz Budgetkrise. Ein Besuch zahlt sich aus.
