There's a customer contemplating on whether to make a purchase or just let it go. There's also fresh tomatoes and fresh garden eggs on sale. She had just finished purchasing some tomatoes and the "foes" dresses caught her attention. Foes is what we call used clothing or second hand clothing in Ghana.
