It's hard to come to a conclusion for me right now, but I will try to give it deep thought before I write about it. Normally, every human deserves the right to healthcare.

In the case of the first incident, I am curious to know why you chose to believe that the person was the victim. Maybe it's also possible that it was a pre planned muder also.
