My theory is pretty simple. You had a blackmailing network that was operational for years., There is Prime Minister X doing Y because they have dirt on them. You have President Y NOT doing Z because there is dirt on them. All over the world the State Department is having their way because of the blackmailing. The value of that operation cannot be taken lightly.

To now reveal the details of that blackmailing would make the entire operation worthless and release any hold that the State Department has over those individuals worthless. They simply cannot release the files as they would be giving up years of forced manipulation on world and domestic politics.

Any political party in the USA would see such value once explained to them.
