I think that occasional extraction would not be a problem. But if the user is powering down all the time to me it tells that this person likely is not planning on being here long.

I think so too. It's even worse when they do stay here for long...

I didn't do that either. That would make curation quite cumbersome. What I did do is checking the list of followers (a feed I frequently use) to see if there are accounts that have a very bad KE and/or frequently extract and unfollowed those accounts.
