Discipline Or Child Abuse?

This question has always remained unsatisfactorily answered I guess...

I left my home early in the morning to meet with some friends for a quick tour but on getting to the road to take a bike, there's a government school at the road side which I was standing opposite to get a bike and I came around the time where the school just finished their assembly activity and any student who arrives after this is regarded as a late comer and would be punished.

The teacher sighted some students who were coming late and we're still having a group discussion, she called them and instructed them to walk fast or run to where she was standing. I stood there trying to watch not even taking note anymore if the bike I was waiting for had passed by already.

The students came and she kept asking them questions. Probably the questions were: Why are you late? Why were you still cat-walking when you are late already? Or why are you forming group discussion when you know you're late? I probably couldn't be sure since I was only hearing their discussion faintly.

The next thing I saw was seeing her beat the students with the cane she was holding and giving them three (3) strokes of cane. So all these made me remember my Secondary school days where you get those kind of beatings steadily as a late comer or general beating when a student from your committed an offense against the teacher or fellow student but the whole class decides to hide the identity of such student.

At that point I was surprised. Why? Because I thought it has been banned or laid down already that no teacher should lay their hands on their students to beat them physically using cane. Probably it only affects the private owned schools alone and not including the government owned schools, I am not sure of that. But, sincerely back in the days, teachers had the right to beat and discipline a student. Even stubborn students get to be scared of their teachers than the parents and parents with the most stubborn children would always use that as their children's weaknesses but I don't think that's the case anymore nowadays because everything has been modernized up to discipline aspect and that's why we may keep having a failed system because the grassroot discipline has been tampered with.

For every failed nation, it would be traced down to the family and there's no way teachers are not part of the family because students uses half of their daily life with their teachers in school, so if the second caretaker/guardian as a teacher is handicapped on training or disciplining the child, what then would become the life of the student.

Though some teachers does it too much that they even get to beat a little pupil in kindergarten class or pupils who are still in primary school level till they have bruises of which seems to be abnormal and has to be corrected but the fact still remains that teachers are like second parents to every child.

Would you react if your child gets home and inform you that he/she was beaten by the teacher? How will you react or what will you do?
Does beating a child really makes him/her see the reason for being corrected or just seeing it as a form of maltreatment?
How else do you think a child can be disciplined aside beating and having bruises? IS IT A DISCIPLINE OR AN ABUSE?

Yeah that's it. As long as the boundaries are known on discipline then the harshness or overdoing it won't come in.
