My answer to the puzzler, I think you have reach a national level in your life in terms of being one of the most dutiful citizen or as a representative of the whole community (a like a mouth piece) or as a patriotic citizen...
In summary, I think it is something related to your duties and obligation as a citizen of your country...

The puzzler seems a bit hard this time, I am wildly guessing Ray won national prize in Mental Health education field.
