Actually, even the Yorubas here in Nigeria do the same during a new king's coronation and the demand is usually ten heads which I don't think it's a lie. But maybe it is as well given your story.
Though I also don't get the idea behind theirs. Why kill the people you're supposed to rule for you to get into power?
I guess I might never know. Just hoping it's nothing but a scare.
