Land Department of Dubai Begins Real Estate Tokenization Project

Dubai’s Land Department (DLD) has launched a real estate tokenization pilot program, marking the Middle East’s first blockchain-based initiative for property title deeds.

Developed in collaboration with the Virtual Assets Regulatory Authority (VARA) and Dubai Future Foundation (DFF), the project aims to streamline property transactions and attract global investors.

Real estate assets will be converted into digital tokens recorded on blockchain, enabling fractional ownership and transparent transfers. This replaces traditional paper-based processes with immutable, decentralized records.

According to DLD, the tokenized real estate sector to reach AED 60 billion ($16 billion) by 2033, representing 7% of Dubai’s total property transactions.

Tokenization allows fractional ownership, enabling smaller investors to participate in high-value projects. This model differs from crowdfunding by providing structured, blockchain-based ownership rights.

Strategic objectives of this move is to simplify buying, selling, and investing through blockchain’s transparency and automation. VARA’s oversight ensures compliance with Dubai’s crypto-friendly framework, reinforcing its position as a global tech hub. The project aligns with Dubai’s Real Estate Innovation Initiative (REES) and Economic Agenda D33, prioritizing digital solutions and investor diversification.

While tokenization offers liquidity and accessibility, operational hurdles—such as regulatory complexity and market adoption—may slow growth, as noted in a McKinsey report. The DLD plans to refine the pilot with tech firms before scaling.

Dubai’s move underscores its ambition to lead in real-world asset (RWA) tokenization, positioning itself as a bridge between traditional markets and blockchain innovation.
