As time progress and with wars and other event unfold around the world. Countries are separated by boarders, coastal line and airspace, individual governed by a group of citizen or representatives. To deviate away from the ancient kingdom ruler style where 1 person or a family define what's law and what's not, constitution are carefully drafted, debated and finally enacted into law. Laying the foundation of law between people and the government and sets the condition for the government of the day to operate the day to day state affairs of the country.

The citizen would rightfully and legally expect their country to be run in an orderly fashion, guarantee by the constitution, but in modern day, constitutional rights and orders are not to be taken for granted. When an election is unable to produce an outright winner, this would be your Constitutional Crisis, as there will be power vacuum when contesting parties would be fighting to gain legal rights to govern.

Technically the previous administration would be care taker government still, but all heads would be on the results of election and solving any impasse to resolve any constitutional crisis. We have seen it happen in the US, Korea , Taiwan and Malaysia just to name a few countries of recent history.
