A license to do something meant that the license holder has gone through the proper training and is fully qualified to perform the task he or she is license to do.
A license is a document usually issued by regulatory bodies commission by the government of a country to be in charge of reviewing and issuing.
This piece of document is unlike any card or any piece of paper one gets, it's a certification of skill of the holder and with that it also comes with regulatory and legal responsibility.
A piece of license that I think all country has it and is very much common is the driver's license. With this license, holder will be able to handle motor vehicle, like driving it, parking it. The process of obtaining the license is the same as any others, first, you enroll in a driving school or engage an instructor and then you go through lessons of training for a full syllables to ensure you pick up the skills to operate in a safe manner. Once you have learnt and done enough practice, you go for driving test under the supervision of a qualified certifier. Once pass, you will have a license to drive.
And in order for government to want to license, it usually mean the action or trade will affect the lives of the practitioner or others like driver, doctors and electricians.
