Few years ago in the coastal city of Zander an ailment broke out and was killing the inhabitants like flies. Those who could not afford the drugs were dying in their numbers. However, the wealthy who could buy the drugs at whatever rate it is sold were not affected.

It therefore became the survival of the richest. But the coastal city has a responsive government. They stepped in and subsidized all the drugs needed for combating the strange ailment. The poor and the have nots were able to lay hands on the subsidized and heal themselves.

The people hailed the then government, saying that they didn't know that the government could effectively handle situations like these. The next day, the town crier went to town informing those who cared to listen about what the government had done for them.
