NO PLAN - The Reason for Unfinished Projects!

One of the biggest problems governments face, causing significant financial losses, is unfinished projects. Numerous projects that begin, consume resources, and are never completed represent a cost without any benefit to the population. Investments in Unfinished Projects

One of the main things governments do that ends up affecting millions of citizens is the inefficient spending of public resources on investments that are not completed, such as unfinished projects. Consider the following scenario: thousands of projects have gone through a whole process of cost comparison, budget preparation, company contracting, material payment, and have begun execution, but then an unforeseen problem arises…

In this process, a fundamental part is often missing: the completion of the projects. Currently, there are thousands of unfinished projects where public resources have been used and have resulted in absolutely nothing. To avoid being too dramatic, let's be fair and say it's not exactly nothing; sometimes it's a bridge that was only half-built, meaning nobody will be able to use it; or a highway where only a few kilometers have been completed, which doesn't help much; or even a new school or hospital that is being built, but only the skeleton of the structure exists, meaning nobody will use it for anything.

All these unfinished projects cost millions and millions of reais, and their usefulness to the citizen who contributed by paying taxes is 0. And once again, if we're going to be fair, the situation is even worse than 0, because these half-finished projects suffer from the effects of nature, which gradually degrades the entire structure, and in a few years everything will have to be redone because a roof wasn't finished, the insulation wasn't installed against rain, and so on.

Lack of Planning

The worst part of this whole situation of unfinished government works and projects is that it shows a lack of commitment to completing the services, and this happens in a scenario where there are no resources to spend without planning. There are several public facilities that are not receiving funds to carry out maintenance or to purchase the necessary materials to operate.

Careful planning is necessary, but since that may not be possible, you can start by doing the following: instead of allocating funds to a project that won't even be completed unless there's 110% certainty of its completion, it's best to focus on what already exists and maintain it at an acceptable quality standard. There are many public buildings with problems and lack of resources; for example, hospitals lack equipment and medicine; schools lack adequate infrastructure for students, such as air conditioning for periods of intense heat, and quality food to ensure a good learning environment.

Finally, it's worth mentioning that this lack of planning may be happening because there isn't a qualified workforce to handle these issues, but there is training available in the country and highly qualified people. The problem is that, since there's no incentive for these great minds, they end up going to the domestic private sector or to other countries in search of better living conditions. Therefore, the important thing is to avoid waste and focus on what already exists, while simultaneously seeking qualified people to develop a solid plan for the coming years.

Um dos maiores problemas que os governos tem e que causam um grande prejuízo financeiro são as obras inacabas. Diversos projetos que começam, gastam recursos e nunca são finalizadas, representam um custo sem nenhum benefício para a população. Investimentos em Obras Inacabadas

Uma das principais coisas que os governos fazem que acaba afetando milhões de cidadãos é o gasto ineficiente dos recursos públicos em investimentos que não são concluídos, como as obras inacabadas. Pense no seguinte cenário, milhares de obras que passaram por todo um processo de comparação de custos, realização de orçamentos, contratação de empresas, pagamento de materiais e começaram a serem executadas, mas há um imprevisto…

Nesse processado, falta por diversas vezes uma parte fundamental de ser alcançada que é justamente a finanlização das obras. Atualmente há milhares de obras que estão inacabadas, em que recursos públicos foram utilizados e viraram absolutamente nada. Para não ser tão dramático, vamos ser justos e dizer que não é exatamente nada, as vezes é uma ponte que foi construiída pela metade, ou seja, que ninguém vai poder usar; ou uma rodovida que só um trecho de alguns quilômetros foi terminada, o que não ajuda muito; ou até mesmo uma nova escola ou hospital que está sendo feito, mas que só existe o esqueleto da estrutura, ou seja, ninguém via usar para nada.

Todas essas obras inacabadas custaram milhões e milhões de reais e a sua utilidade para o cidadão que colaborou com o pagamento dos impostos é 0. E mais uma vez, se formos ser justos a situação é até mesmo pior que 0, porque essas obras pela metade sofrem ação da natureza que vai degradando aos poucos toda a estrutura e daqui à alguns anos terá que refazer tudo de novo porque não terminou um telhado, não isolou contra chuva e por aí vai.

Falta de Planejamento

O pior dessa situação toda de obras e projetos inacabados do governo é que mostra essa falta de comprometimento em concluir os serviços e isso acontece em um cenário que não há recursos para ficar gastando sem planejamento. Existem diversas instalações públicas que não estão tendo verbas para realizar as manutenções ou para comprar os materiais necessários para operar.

Precisa ter um planejamento feito com atenção, mas como isso talvez não seja possível, pode começar fazendo o seguinte, em vez de destinar fundos para um projeto que nem será concluido, a menos que haja 110% de certeza que ele será finalizado, o melhor é focar no que já existe e manter com um padrão de qualidade aceitável. Há diversas construções públicas com problemas e falta de recursos, por exemplo, nos hospitais faltam aparelhos e remédios; Nas escolas falta uma infraestrutura adequada para os alunos, como ar condicionado para os momentos de calor intenso, e comida de qualidade, para garantir um bom ambiente de ensino.

Por fim, vale mencionar que essa questão de falta de planejamento pode estar acontecendo porque não há mão de obra qualificada para lidar com essas questões, mas existe sim capacitação no país e pessoas muito qualificadas. O problema é que como não há incentivo para essas grandes mentes, eles acabam indo para o setor privado interno ou vão para outros países em busca de melhores condições de vida. Por isso, o importante é evitar o disperdício e focar no que já existe e em paralelo procurar pessoas qualificadas para realizar um plano sólido para os próximos anos.
