Many people have seen tipping as their right and you must give them if you ever need something. Of course, this shouldn't be a mandatory thing but people have made it so. I only tip if I am led to and if I appreciate your services but I wouldn't like it if someone turns it into an entitlement thing.

yea right, most people become entitled... in government offices, they mandate it, tip/bribe them or else they wont answer you.
