This is a very deep one. I really do not know the best way to answer it or even if there's a definite answer to give. When we're talking about juvenile crime, we're talking about crimes committed by people who are not of age. But then again, should these set of people be locked away at a very tender age in the name of punishment. Also, if we say they shouldn't be treated that way, are we now saying she is now an excuse to commit crimes.

I remember watching a Korean movie some weeks ago, this students kept on doing different things to their teachers all in the name of being juveniles and that rhy can't be locked up. You know, it was frustrating. I understand that these people we call juveniles are still growing up, still learning and just beginning to see life. So, depending on whatever crime they commit I would want to say it should be judged accordingly. I mean, they shouldn't get treated the same way you would treat an adult offender.
I was walking by somewhere last year and a thief was caught, immediately people had rally round him, beating him up and throwing him various things. Then few day's later, I saw a shop owner spanking a child in her bumbum, it was when I got close I got to know the little boy had stole an extra kulikuli from her when she asked him to pick one for himself. Now, looking at both scenarios, they both committed a crime, but should that little child be beaten and stoned the way the adult was treated then too... Nah. I understand that you can say that relates to jungle justice, but then we can relate it to the public justice system too.
What I'm saying in essence is that, we shouldn't pretend like a child who commits a crime has done nothing wrong, but then we shouldn't give up on such a child. He/she has done something wrong and needs to face the consequences and all. Even still, depending on age and what exactly the crime is. I understand that this juvenile stuff is being put in place just so to protect the society, this juvenile and to also give them a chance to be a better person. A lot of juveniles knows some of this things and they intentionally go ahead to commit a crime all because they know they won't be locked up, just like the Korean movie I was talking about earlier.

And like I said, it should depend on the kind of crime committed, even still there should be some difference in the way they get punished. You shouldn't lock up a 13 or 14 year old child who killed a person in the same cell with an adult who has killed a person too. I mean, the child would probably not get what we aim for there, rather he learns more crime or becomes a more brutal human.
So, I maintain my stance on this topic. Being a child shouldn't mean you're free to commit crime without facing it's consequences, but then the age, and kind of crime committed should still be put into consideration.
