Blame the Maker or the User? The Messy Reality of Invention

We live in the era where we observe a lots of development happening around us. The technology has been changed the way we live and the way we look into the life. If you turn on the tv and change the channel to any tech oriented channel you will come to know that every day something new is getting added and they are to make our lives easy and this is what they claimed and we also believe it generally. But many time people are in dual use dilemma as the technology invented to help the mankind can be used to destroy it. It is like double-edged sword - used in positive way it's blessing and if used by ill minded person it can make desasters or even more then that. It's true also that the invented use its mind and skill to make some positive invention which is for the betterment of the us but they do not know that the some wrong intension people will make it something else which is not near to for what it was invented, and it shows the messy reality of human behaviour also. In such case is this the whole responsibility of the inventor to take the blame? Why he should take or not take the blame?
The anwer to the question - Who to blame or how is responsible?, is not straight forward. Of course the inventor should not be blamed directly as it is show in movies and the shows. The hammers is very useful tools and almost we all have in our house. It use to place a nail in the wall also and can be used to destroy a wall. It's all depends on the intention of the person holding the hammers and hammers itself do not have any intentions. In my opinion it is shared responsibility of the inventor and the user. It's the action performed by the user who make the position or nagative effect. A pharmaceutical drug invented by a chemist is to take down the decease , so saving the life is the main intention, but same drug can be used in negative way also by an ill minded person. So here who is responsible, a chemist who invested the drug, a distributor or the person used it?
When someone working on some technology and invent something he can not predict every possible permutations. If we look into history also many invention were to create a positive effect on society but they were used to create the negative effect. Just think of fire, which is very useful and we all need it in our day to day activities like cooking food etc, but the fire can be reason for disasters, their are many incidents when a broken fire burnt the houses or forests. The fire in control is benifital but when it goes out of control it can become the reason for many big disasters. We can not blame the fire or the nature in this case, the culprits or person to blame here is the user. In similar way when somn technology or invention used in wrong way the inventor should not be held responsible.
It's also true that the inventor can not wash their hands in case where the bad use of the invention is already predicted (ofcourse their is always a bad side but the probability and the measue of bad effect matters in such cases). For example if a IT person develop a social media platform which do not have the control over the information shared on it and the uses use it spread the misinformations, in such cases the designer or the developers may held responsible. Their are some inventions which are meant to kill like weapons, even the inventor argued and depends it by posing it like defence is the primary function.
