Panchayat Raj does not mean any particular person, it is a group in which there are selected members who give the decision and on that basis any particular person is punished. In many places in India, even today there is a problem in getting married, if you marry a girl from the same village then you are punished for that too or if you commit any kind of crime then in such a case you are given different kinds of punishment. Everyone has different rules and regulations, and people follow them. In a way, this is like taking the law into your own hands. Because you don't follow any rules and regulations, you make your own rules. If people don't follow them, you punish them.
