You have given us something to think about.
There are valid reasons for using auto-votes to be sure...just as you noted.
It is hard to say what needs to change.... 'misused/abused auto-votes' is probably not even one percent of the user base. If it is greater and hurts the Hive economy then it perhaps warrants a change of policy to close existing loop holes.
Curation in whatever form is part of participation at Hive and requires a bit of care whether manual or automated.
