DEC is being burned as the supply coming in isn't that high. I am wondering when people will start burning more SPS just to get that DEC.

There is a ranking for Sps burn to Dec in game. I don't think that counts in the chart. I was also looking into it further and believe you are correct that DEC supply burn should be more. Need to look further.
