Indeed, it could... But it could also be set to 35%
The reason they lowered it from 20 to 15% is in order to not attract people who only use Hive as a high interest savings account, without bringing anything useful to the blockchain. They have a point there, although I liked the 20% as well ;-)

To avoid that ppl add Hive to the HBD savings forsavings only is that you can add only rewarded Hive to the savings 😉

It can be changed, but I wouldn't go higher as it is... We will see... The "big boys" will decide... 😃
