Do we always have to forgive? I believe we do remember the saying; "I say to you, not up to seven times, but up to 77 times," if we are to forgive a particular person for their atrocities committed against us we are to forgive them more than 77 times, also easier said than done. I will tell you this for free that before forgiveness comes repentance and after repentance comes forgiveness, what I mean is forgiveness should not be granted until genuine repentance and remorse for the offense has been shown. In this context forgiveness holds value and shouldn't be dished out freely, truth of the matter is that, there's nothing done to us that we can't actually forgive if we choose to forgive.
Why forgive someone that doesn't deserve forgiveness?
I don't actually see how this is possible, why is because a person who doesn't deserve to be forgiven will have to be someone who has shown no sign of remorse for the wrong committed, except we are talking based on the context of the intensity of the offense committed by the person is one deserving or no forgiveness, for example that of sexual abuse (rape or any other form of sexual abuse) does the victim feel his/her abuser deserves forgiveness from them? Based on this we are saying a person doesn't deserve forgiveness based on the intensity of the offense and not based on the individual separated from the offense.
Truly there's nobody that doesn't deserve forgiveness, but as humans there's a limit to what we can forgive so if you ask me if we should always forgive, I believe we should always forgive for our peace of mind for heavy is the heart burdened with an unforgiven error. We should be ready to forgive if forgiveness has been genuinely requested by the one who has offended us and we can clearly see that the person is genuinely remorseful and is ready to make amends for the error, until all requirements have been fulfilled by the offender something as valuable as forgiveness should be kept pending.
