While I don't follow the sport very closely a friend of mine here is from Brazil and he says basically the exact same thing. For me, Brazil is one of those countries that the world just kind of expects them to be really good and perhaps the global sport community comes down on them too hard when they end up not being absolutely excellent. It's almost unfair the standards that your country is held to. Mine is the opposite. Nobody ever expects USA to be good at this sport and if they get just a few wins everyone is like "wow, well done guys!" almost like we are little kids and they feel they need to give us a participation trophy just for not absolutely sucking at football.
