The budget of a computer always varies with the needs of the user. You may want a computer only for office use or only for gaming. There is still stuff like workstation computers for people who work in the designing industry that need a very powerful computer optimised for rendering scenes or pictures.
I always suggest you ask yourself what kind of work has to be done with your computer and choose the right components. It is unnecessary to spend a huge amount of money on a computer when you're only doing office work.
Altough buying used parts may be risky it is the only option for some of us and a very good option to save money. If you decide to buy used parts you have to make sure you can test the parts before buying them.
Consider using older generation parts as well! They are still good performance wise and much cheaper!
Do not save money while buying power supplies!
If you want a good experience while building your computer you should consider not using some cheap computer casing because building becomes horrible!
Look out for component compatibility! (Socket, Motherboard, DDR5/4 Memroy, Casing space)
If you want 16Gb of memory always buy two 2x8Gb Sticks to run them in dual channel. Same goes for every other memory amount.
Don't pay more money than you need to pay since computers can become very costly!
