It's "decentralized" so that no one really runs things. Different people have different ways of doing things. Different people make different blacklists. Then other people make different "API" programs that attempt to let bots find out who are on blacklists. I picked this API and it is reliable in terms of being able to access it and get data back consistently.
Due to this decentralization, different people will have different ideas about how things should work. As far as how this affects my bot, I'm giving away such a small amount of tokens that it isn't really worth my time to do a survey of all the different bloacklists and then all the different APIs that might exist, and then determine by some criteria which is the "best". I just found one that works good enough for my purposes, but I understand that it might not be the actual best way to do things.
A "whitelist" was suggested, so that my bot can over-ride any and all blacklists. But again, it takes time to research anyone I might want to add to such a list. I need to find out what blacklists they are on, and then research how they got on it, and then decide if I think it is fair. I just don't have time for that.
This might not be the best answer. But this is what I am currently thinking about all this.
