I personally do not think that foundational cards are hurting the higher leagues of modern. The cap in level is about half of what the normal cards are at. So in a way, I think it's a way for people bridge in and at least do some modern.

Higher level cap handicap is a good decision but now how many players still advancing and buying to upper league.
