Die österreichische Regierung, die bei den EU-Wahlen gerade einmal ein Drittel der Stimmen erhalten hat, setzt sich jetzt auf EU-Ebene für die "Chatkontrolle" ein.

Bei der Chatkontrolle geht es darum, dass Anbieter von Messaging-Services wie WhatsApp, Telegram oder Signal verpflichtet werden trotz Verschlüsselung die privaten Chats der User zu überwachen und automatisiert nach "illegalen" Inhalten abzusuchen und die Behörden mitlesen zu lassen.

Wenn eine Teenagerin zum Beispiel ein Nacktfoto von sich verschickt (Sexting), könnte sie bereits automatisch unter Verdacht auf Kinderpornografie geraten und die Behörden könnten dann Zugriff auf ihre gesamten privaten Nachrichten erhalten.

Auf der anderen Seite argumentieren Sicherheitsbehörden damit, dass auch Terroristen immer mehr verschlüsselte Chats verwenden und es daher zunehmend schwieriger wird, echte Terroristen zu überwachen. Mit der Chatkontrolle ließe sich vielleicht der ein oder andere Anschlag frühzeitig verhindern und Kinderpornografie bekämpfen.

Andererseits wäre eine generelle Überwachung von privaten Chats und eine Aushebelung der Verschlüsselung durch Backdoors ein massiver und unverhältnismäßiger Eingriff in die Bürgerrechte.

Ich denke ein Kompromiss wäre, dass Sicherheitsbehörden nur anlassbezogen, einzelne Gefährder überwachen dürften, wenn bereits ein konkreter, nachvollziehbarer Verdacht auf eine substantielle Straftat vorliegt und die Überwachung durch einen unabhängigen Richter genehmigt und kontrolliert wird.

"Gegen Rechts" als Argument Menschen zu überwachen, die ihre Meinung im Internet posten, darf meiner Meinung nach niemals dazu dienen, um Menschen willkürlich und lückenlos zu überwachen.

Selbst wenn die EU die Chatkontrolle beschließt, ist es fraglich, ob sie die Regulierung dann überhaupt durchsetzen kann, oder ob die Anbieter dann nicht die EU verlassen werden (wenn sie überhaupt in der EU sind, Telegram wird von Dubai aus betrieben) und User sich nach Alternativen umschauen werden, die die EU dann wirklich nicht mehr überwachen kann. Viel Glück Open-Source weltweit zu verbieten.

Was sagt ihr zu den Orwell'schen Überwachungsplänen der EU? Leider keine Fiktion, sondern die meisten Mitgliedstaaten wie Österreich scheinen das vehement zu unterstützen.

The Austrian government, which received just a third of the votes in the EU elections, is now advocating “chat control” at EU level.

Chat control is about obliging providers of messaging services such as WhatsApp, Telegram or Signal to monitor users' private chats despite encryption and to automatically search for “illegal” content and to allow access to private chats to the authorities.

For example, if a teenager sends a nude photo of herself (sexting), she could automatically be suspected of child pornography and the authorities could then gain access to all of her private messages.

On the other hand, security authorities argue that terrorists are also increasingly using encrypted chats, making it more and more difficult to monitor real terrorists. Chat control could perhaps prevent one or two attacks at an early stage and combat child pornography.

On the other hand, the general monitoring of private chats and the undermining of encryption through backdoors would be a massive and disproportionate encroachment on civil rights.

I think a compromise would be that security authorities would only be allowed to monitor individual suspects on a case-to-case basis if there is already a concrete, verifiable suspicion of a substantial criminal offense and the surveillance is approved and monitored by an independent judge as well.

In my opinion, using “against the right” (pro gov campaign to restrict right opposition parties) as an argument to monitor people who post their opinions online should never be used to monitor people arbitrarily.

Even if the EU decides in favor of chat control, it is questionable whether it will be able to enforce the regulation at all, or whether the providers will then leave the EU (if they are in the EU in the first place, Telegram is operated from Dubai for instance) and users will look for alternatives that the EU can really no longer control. Good luck banning open-source software worldwide.

What do you think of the EU's Orwellian surveillance plans? Unfortunately, it's not fiction, but most member states like Austria seem to vehemently support it.

It's a shitshow. In the end it's not gonna prevent the most "professional" terrorists as those will find ways to go around this. In fact, I believe this is just an excuse for governments to have more power over the people.

You gotta love that "terrorist" excuse that took 99% of privacy and freedoms in the last 20-30 years... Never-ending shit-show...

We are ALL GUILTY until we prove our innocence... That's the direction where we are going and where we are... It was the same with C-19... You had to confirm that you are healthy, and not that you are sick...

In the same way with this, as you are guilty, they can track you and spy on you... I miss those old detective movies where the cops needed a warrant from a judge to search someone's place... That's now history...

While it would be nice to prevent child pornography and terrorism more efficiently, the massive privacy breach to achieve that would create incentives for people to create even more complex and inaccessible ways of communication.

I think if the government gets too nosey into peoples private conversations, the crime rate would actually increase due to people finding and creating better and more convenient ways of communicating without the government seeing.

It never is. They may "catch" someone who's stupid enough to post that shit on Facebook or WhatsApp, but the real criminals don't use the most popular social networks anyway. It's the commoners and plebeijis they are after, in case we might say something against them.

I think this is a good idea if and only if the government or agency monitoring the "chat control" not abusing their authority and made sure that they wont be hacked.

They don't understand encryption. They really seem to think they can just legislate privacy down by forcing back doors into popular apps. Wanna bet criminals are going to use backdoored apps anyway? I don't think these laws help catch criminals, but keep the normal, law abiding citizens in check. Just in case we might say something those in power don't like.

However. WhatsApp and Telegram are not truly encrypted, so don't use them anyway. And if Signal ever caves in, there's always Tox.

I'm trying to imagine what they could do if they had chat control, they definitely would use it against the people and this is twenty first century, and they simply would be infringing on the rights of the people.
