RE: BEYOND REHAB: A CALL FOR EFFECTIVE CHANGE

This is truly enlightening.. I read a comment above which spoke of severe punishment to instill fear on others, the basic truth is it can also be abused. When the purpose of a thing is not known, abuse is inevitable. In as much as a rehab can be seen as punishment, it's meant to cause change not pain.

A non criminal can be branded as one due to the circumstances, while a criminal could be found innocent. We all know that circumstances can be manipulated hence it's deceitfulness . So at the end of the day, intentions are more important.
