Age they said is number and doesn't mean that a person is matured. This is true because I've seen some older people behave like kinds and some young people act maturely. This on its own is an abberation of natural laws.

An individual who takes responsibility to me is mature from one end but isn't completely matured when viewed from another end. Why? Because a person can take responsibility to earn wages or be promoted in his or her work place. The major challenge here is that the same person who took responsibility of that thing can also shift the blame to another when the result is negative.

True maturity in life, leadership and career is attained when an individual takes and accepts responsibility whether in a good or bad conditions.

A good leader doesn't shift blame to another but accept the results irrespective of the circumstances. For instance, in a team, it takes a matured leaders to accept responsibility when things are going wrong.

Look at a football team, when the team wins, the praise goes to the entire club and when they loss the blame also goes to the entire team. The coach is usually blamed for the losses and a good coach will take responsibility of the game irrespective of the result.

Are you married and when it's time to take responsibility you're shifting it to the other spouse, then you're not matured. Maturity is attained when you take responsibility of all actions whether good or bad.

This is my opinion, what about yours?

Yes, taking responsibility is one of the yardsticks of measuring maturity. Like you have said, there are so many underage people who act more maturely than their ages, and there are older people who behave like children. When we claim to be mature, we should also show attitudes that correspond with maturity; and one of such is by accepting and taking responsibility.

Thank you @fonpet for corroborate my points. It's quite true that attitude should also be a yardstick to measure one's level of maturity.
