Convert allow users to change their HIVE into Swap.Hive and other way

Refill limit = 25 000 HIVE
Refill on side below 25k = no fee and 0.2% reward as BXT
Withdraw/Deposit from side below 25k = 0.4% fee and 0.01% reward as BXT
Withdraw/Deposit from side above 25k = 0.25% fee and 0.01% reward as BXT
Maximum Reward 5 BXT
