Obviously every loss of life is tragic (and the heavy reliance on guns in the US worrying). I don't think opposing authority should warrant death. At the same time, it's understandable from the law-enforcer' POV... if compliance and non-compliance are both fine options, how do youmake sure anyone complies? Still, i think there should've been some kind of middle ground punishment, not death.
Personally, I'm suspicious of any such shooting which often seems to land at a very difficult, chaotic political time, diverting public conversation. I don't think it's random myself, but who knows.
