That's a really great point. Neither side wants to accept responsibility. It was the people's fault for not taking care of it, and the government's for not giving maintenance. And of course, if people didn't damage it so much, maintenance wouldn't have to be so expensive and constant.

The current generation is the one that waits for others to do things; few people take the initiative to make things happen

Yep, I've also seen that. But I don't think it's just a generational thing. I think society in general has this new mentality of expecting someone else to solve things, even their own problems.
