The HBD stabilizer's daily 12,000 HBD figure is a working allowance, not an expense. Each day, the DHF (Decentralized Hive Fund) grants the stabilizer bot up to 12,000 HBD to trade on Hive's internal market, buying HBD with HIVE when the price dips below $1, or selling HBD for HIVE when it rises above $1. Whatever the bot earns or converts gets returned to the DHF afterward, so on paper this isn't money the network spends. In practice, historical reports suggest the mechanism has been net profitable for the DHF, since it also has the side effect of pulling HIVE out of circulation. The real cost is more indirect: it's an allowance competing with other DHF proposals for the daily 1% funding cap, and it depends on the DHF's inflation-funded pool staying large enough to matter.

True, the HBD Stabilizer has its purpose but if it needs to fight selling pressure it ends up generating more and more Hive. That increases inflation, lowers the price and the pressure continues.

12 000 HBD & HIVE 0.05 = 240 000 HIVE
...
12 000 HBD & HIVE 0.02 = 600 000 HIVE

That's seems very high to me.
