One indication that he is not genuinely concerned about corruption is that the Office of the President accepts only administrative complaints. This means that if an official is not processing your papers quickly enough, the office may intervene to speed up the process (which ultimately benefits the government). However, if you are a victim of police corruption, your complaint will not be accepted; in most cases, it is not even answered.
