Only if there is a good monitor in the school, the phone will do more bad than good to the students. Naturally, 90 percent of the students will be distracted when given a phone in the school.

I don't think monitor can help combat what students will do with their phone, even with their parents phone they do diverse things within the short time they get to hold it, not to talk or on their own in school.
