There should be laws holding them accountable for this, both the people who built it and those who granted the permits should go to jail and pay fines for all the damage they caused.

occupants will continue to risk their lives living there until the worst eventually happens.

This is so frustrating, but I understand. Sometimes it's hard to let go of something you worked hard for, and emotional attachment can make us do things that put our own lives at risk.
