Overall I think this is a good thing. But I can see a number of potential complications, uncertainties and risks. It gives the US "first mover advantage", but will other countries which have already created frameworks of their own that are slightly less developed abandon theirs in favour of this one, or complete theirs so we have a mess of overlapping regulatory systems ?
The reverse side of that is that with crypto being an international system, will the US use their framework to try to enforce their rules supra-nationally, as they do with so many other laws and regulations ? Could US agents roam the globe applying rendition to people in Asia or Africa for things which are against US regulations no matter which country the "crime" was committed in ?
I suspect that while this is undoubtedly good for market certainty, it could evolve into the US "capturing" crypto and adding it to the hegemonic tools they use to sanction and control any person or country using crypto.
