Work hours, equipment, misc expendables materials, so many variables that don't come for free :)
Anyways, I think you got too fixated on that one liner about tax money. As I said I don't mind this kind of research, actually I think it should have a place (in moderation).

I got hung up on it being a waste of government money. The government wastes literally tons of money, on lots of things, and every time we lie about something they've wasted money on, it makes it easier for them.
