Very interesting article!
I can relate to a lot that I read here. When I used to live in Brazil, I've been to similar situations, where the roads are blocked and you can't get where you want. Also caused by conflicts, but for different reasons. In Rio there are areas controlled by heavy armed drug cartels and militias, law enforcement don't go in these areas as it's too dangerous. When these groups fight for territory, the entire city just go into chaos and it happens pretty frequently.

Interesting. When I think of RIO, all I can imagine is a beautiful parrot flying out of the jungle, much like those seen in some animated movies.
