Also sometimes people don't want to be at the top. In my line of work taking on a "higher" role would mean being a manager and less time with clients. It'd mean dealing with scheduling and paper work instead of the stuff I enjoy. And every step higher means less and less time with clients, less time doing what got me into this line of work.

I also have a friend who loves being a waiter and never ever wants to be a manager cause she'd actually make less since she does really well in tips.
