Yeah, I would love that too, but unfortunately, you can't "cost" what you want in RC...
And when you want something to be used (just look at X for example, that asks for you to review stuff for free, and they don't care about whom does right or wrong), you can't cost it... Otherwise, no one will use it.
For me, the right thing is to publicly curate the ones that don't care about it... making their signals less important. A signal should have everything on it, like a DHF proposal, for example. If it does not have it, then it's less valuable.
That should encourage high-reputation accounts to signal correctly and disincentivise newer accounts to think they can just machine-gun the thing.
Maybe there could be a "signals to curate" box in the app, that could act as a temporal verification method:
Aka, if first curators are correct with their vote (being that downvote or upvote) then later curation in the same direction provides some incentives (EA Credits). Otherwise they loose EA Credits instead.
This would automatically use the normal Hive curation system, and reward "EA Credits" for what makes the majority of the curation outcome.
I have to think more about this... but it looks like something to trial.
