I thought it was more a classic RTS, with city developement, yeah, but also battles... even if building underwater seems like a very cool thing to do !LOL
About the graphic that's not a big deal: some of the best RTS are quite old, so I'm used to it!
On a different note, I forgot to mention that I'm also happy about VSC soft launch and I really wish I had the technical knowledge to run a node... it would be so cool!

Forgot to say, it has a bit of RTS but only with boats... so, its a mix and match. But NO troops inland...
Maybe one day... you never know!
