It's actually a sensitive topic of discussion and must be carefully treated like you said. That they are children or teenagers is the best reason why they must know that every actions comes with its consequences but the level of the punishment may be reviewed.

Also, I feel like there is always different centers built as juvenile remanded prisons which are different from the adults or maybe it's not the same in all other parts of the world
