Sometimes sites target certain player(s) for specific promos. I suspect I got targeted for a specific reason unknown to me. The other possibility is I might of completed a now defunct and vanished task in the challenge widow that I didn't even know I took part in that activated the offer.
Example of me being on the bad end of that system: the rake races for cash play aren't displayed for me at 25NL or lower. I can see and participate the rake race at 50NL.
