Where in the business world does a client pay for software without getting the source code? I don't know of such a case. You say you find the DHF super problematic, and I absolutely agree with you, but you are continuing one of the most problematic patterns of it. Would have liked to see better (I really like everything else about the proposal). Hope you have your reasons.
I've been in the business world since high school when I started my first company, it's extremely rare you actually get source code. I'm not opposed to providing it at some point though. There are certain reports I just wouldn't though, as it would be counter productive to anti-abuse efforts.
I guess you are talking about a subscription license in that case. But very glad to hear you would consider providing it. After all, if for any reason you no longer provide the service, someone else should be able to. Excluding some reports for those reasons seems totally reasonable to me.
