It is wise to go with the unofficial rule of the society, there is a popular saying, " if you are in Rome behave like a Roman". If a society doesn't permit indecent dressing, it will be wise that the people living there adheres to it. But even if a person dresses based on what they prefer, it is still not a reason to harass the individual sexually.

I never said it either. I said only about criticism not about harassing any individual. two are different thing.
