Oh no, this is so heartbreaking, reading this teared me up. I can relate with the dog's passing because I once experienced, though it was with a puppy. She died in my hands and I cried all through that day.
But why would the boy allow the dog to follow him in the first place. Chai! poor puppies. I'm not sure they'd survive because they're still very tender.
Like your husband said, that man wasn't focused at all. Like how he didn't he even know that he knocked a dog down and ran over it. Imagine if that was a human. Gosh!
That woman is just inhumane, no empathy at all.
Whether the man is to pay for the dog or not; he shouldn't even let anyone tell him to pay oo. In fact, in some places, he'll take care of the expenses of burying the dog.

My sister that experience keeps playing and replaying on my head. But I still blame the little boy for having led the dog out, because the dog was supposed to be resting.
Whenever I'm passing by that road, I will definitely ask how the matter was later settled. Oh yes he must pay.
And the other woman, I believe with the way I attacked her, she will definitely have a rethink.
